dc.description.abstractOsmanli Devleti’nde 1789 ve 1839 yillari arasinda kanuna ve nizama aykiri olaylara siklikla rastlanmaktadir. Devletin içinde bulundugu ekonomik bunalim ve otorite boslugundan dolayi ortaya çikan bu olaylar Ordu bölgesinde de tespit edilmektedir. Bu çalismanin amaci 1789-1839 yillari arasinda Osmanli Devleti’nin içerisinde bulundugu sikintili durumun Ordu bölgesine nasil yansidigi, Ordu bölgesinde huzur ve asayisin neden saglanamadigi, bölge idarecilerinin, eskiyalarin, ayanlarin, korsanlarin ve adi suçlularin bölgede ne tür faaliyetler yaptigi, halkin karsilastigi sorunlar karsisinda aradigi çözüm yollari ve Osmanli Devleti’nin bölgedeki olaylara nasil müdahale ettigi gibi sorulara cevap bulmaktir. Ayrica bu çalismanin Ordu bölgesinin sosyal tarihine önemli katki saglayacagi kanaatindeyiz. Ordu ve çevresinde meydana gelen kanunlara aykiri olaylarda ayanlar ilk olarak görülmektedir. Ayanlar kendi çikarlari dogrultusunda hareket etmekte ve bulunduklari bölgede yasayan halka çesitli sekillerde baski ve zulmetmektedir. Ordu bölgesinde ayan ailelerinin disinda görevini kötüye kullanan devlet adamlari, birkaç eskiya grubu ve bireysel suçlulara da rastlanmaktadir. Halk karsilasmis oldugu sorunlari adli birimlere bildirip, sorunlarin giderilmesi ve suçlularin cezalandirilmasini istemistir. Yapilan incelemeler neticesinde Osmanli Devleti suçlulari cezalandirarak sorunlari bertaraf etmeye çalismistir.
dc.description.abstractBetween 1789 and 1839, events contrary to law and order were frequently encountered in the Ottoman Empire. These events, which arise due to the economic crisis and authority vacuum of the state, are also detected in the Ordu region. The aim of this study is to find answers to questions such as how the troubled situation of the Ottoman Empire between 1789-1839 was reflected in the Ordu region, why peace and order could not be ensured in the Ordu region, what kind of activities the regional administrators, bandits, ayans, pirates and common criminals carried out in the region, the solutions sought by the people against the problems they faced and how the Ottoman Empire intervened in the events in the region. In addition, we believe that this study will make a significant contribution to the social history of the Ordu region. In the lawless incidents that take place in and around the army, the ayans are seen first. The Ayans act in line with their own interests and oppress and oppress the people living in their region in various ways. In addition to the families of the deceased, there are also statesmen who abuse their offices, a few bandit groups and individual criminals in the army region. The people reported the problems they faced to the judicial units and demanded that the problems be resolved and the criminals punished. As a result of the investigations, the Ottoman Empire tried to eliminate the problems by punishing the criminals.
