dc.description.abstractDevletlerin iç ve dis güvenlik tehditleriyle mücadele araçlarindan önemli bir tanesi de istihbarat yapilanmalaridir. Her devletin kendine özgü istihbarat kurumlari olmakla birlikte güvenligi saglamada ve terörle mücadelede kullandiklari istihbarat yöntemleri ise birbirine benzemektedir. Istihbarat kurumlarinin kullandiklari belli basli yöntemler ise Insan Istihbarati, Açik Kaynak Istihbarati ve Teknik Istihbarattir. Teknik istihbarat ise kendi içerisinde sinyal, görüntü, radar, uydu, akustik ve tibbi istihbarat olmak üzere çesitlere ayrilmaktadir. Devletler güvenlik politikalarini ve stratejilerini olusturmak ve uygulamak için ekonomik, askeri, sosyal ve teknolojik imkanlari kapsaminda bu yöntemlere basvurmaktadir. Bu çalismada da öncelikle istihbarat yöntemleri ele alindiktan sonra özellikle Ingiltere, ABD, Israil ve Türkiye’nin istihbarat yapilanmalari ve kullandiklari istihbarat yöntemleri karsilastirmali sekilde analiz edilmektedir. Incelenen devletlerin istihbarat yöntemleri birbirleriyle kiyaslandiginda olumlu ve olumsuz yönler bakimindan degisiklikler gösterdigi görülmektedir.
dc.description.abstractOne of the most important tools of states to engage internal and external security threats is their intelligence organizations. Although each state has its own intelligence agencies, the intelligence methods they use in providing security and combating terrorism are similar to each other. The main methods used by intelligence agencies are Human Intelligence, Open Source Intelligence and Technical Intelligence. Technical intelligence is divided into signal, image, radar, satellite, acoustic and medical intelligence. States resort to these methods within the scope of their economic, military, social and technological capabilities to create and implement their security policies and strategies. In this study, firstly, intelligence methods are discussed and then the intelligence structures of the UK, the USA, Israel and Türkiye and the intelligence methods they use are analyzed comparatively. When the intelligence methods of the analyzed states are compared with each other, it is seen that there are changes in terms of positive and negative aspects.
