Özet
Aileden baslayan egitimin her asamasinda formal veya informal yollardan çocugun görüslerine, düsüncesine deger verilmek sureti ile kendisini serbest biçimde ifade edebilmesi, sahsini dogrudan etkileyen ya da etkileyecegini düsündügü hususlarda karar alma süreçlerine müdahil bir hâle gelmesi, temel bir hak oldugu gibi egitim ortamlarini pozitif manada da etkileyen bir durumdur. Dünya üzerinde çocuk haklarinin varligi denildiginde resmî olarak Birlesmis Milletler Çocuk Haklari Sözlesmesi kabul edilirken, ülkemizde de çocuk haklarinin muhafazasi ilkesi söz konusu belgenin imzalanmasiyla resmiyet kazanmistir. Yapilan çalismada Cumhuriyet’in ilk yillarindan itibaren egitim sahasinin günümüzde en önemli tartisma mevzularindan birisi olan “katilim” kavraminin milletin ikbâl ve istikbâli olan çocuklarin yetistirilmesi noktasinda Türk egitim sistemi içerisinde kendisine yer bulup bulamadiginin tespitinin ardindan, çocuk terbiyesi noktasinda dönemin idari yönetiminin mevcut girisimlerinin çocuk ve aile katilimina katkisi tartisilmis ve devaminda çocuk ile aile katiliminin Cumhuriyet’in ilaninin ardindan geçen çeyrek yüzyillik tarihsel süreç içerisinde mevcut degisimden bahsedilmeye gayret edilmistir.
The child's ability to express himself/herself freely, by valuing his/her opinions and thoughts through formal or informal means at every stage of education, starting from the family, and to become involved in decision-making processes on issues that directly affect him/her or that he/she thinks will affect him/her, is a fundamental right and has a positive impact on educational environments. When it comes to the existence of children's rights in the world, the United Nations Convention on the Rights of the Child is officially accepted. In our country, the principle of protecting children's rights became official with the signing of the document in question. In this study, after determining whether the concept of "participation," which has been one of the most significant debates in the field of education from the early years of the Republic, has found a place within the Turkish education system in the context of raising children, who represent the nation's future and destiny, the contributions of the administrative initiatives of the period to child and family participation in child-rearing were examined. Subsequently, the study seeks to address the transformation of child and family participation over the quarter-century historical process following the proclamation of the Republic.
