Özet
Ekonomik entegrasyon anlasmalari ve yüksek teknolojili ürün ihracati ülkelerin uluslararasi rekabette elde etmek istedikleri önemli iki fenomen olarak geçerliliklerini korumaktadirlar. Türkiye’nin 1957 yilindan itibaren ekonomik entegrasyon açisindan dis ticareti ve yüksek teknolojili ürün ihracati istenilen düzeyde degildir. Bu sebeple çalismamizda Türkiye’nin birinci ticari partneri ve ayni zamanda en basarili ekonomik entegrasyon olarak kabul edilen Avrupa Birligi (AB) ile imzaladigi entegrasyon anlasmalarinin Türkiye’nin yüksek teknolojili ürün ihracatina etkisi ve gerçeklestirilen yüksek teknolojili ürün ihracatinin AB ülkelerinin teknolojik kapasitesi ile olan iliskisi incelenmistir. 2007-2020 yillari arasini kapsayan 24 AB ülkesinin dâhil oldugu analizde panel çekim (gravity) modeli kullanilmistir. Analiz sonucunda Türkiye’nin yüksek teknolojili ürünlerinin AB’nin teknolojik yetenek ve kapasitesine denk oldugu ve AB ile imzalamis oldugu entegrasyon anlasmasinin (Gümrük Birligi) yüksek teknolojili ürün ihracatini anlamli ve azaltici etkisi oldugu tespit edilmistir.
Economic integration agreements and exports of high-tech products are two important phenomena that countries want to achieve in international competition. Turkey's foreign trade and high technology exports in terms of economic integration since 1957 are not at the desired level. For this reason, in this study, the impact of the integration agreements signed with the European Union (EU), which is considered to be Turkey's first trade partner and also the most successful economic integration, on Turkey's high technology exports and the relationship between high technology exports and the technological capacity of EU countries are analyzed. The panel gravity model was used in the analysis including 25 European Union countries covering the period between 2007-2020. As a result of the analysis, it is found that Turkey's high-tech products are equivalent to the technological capability and capacity of the EU and the integration agreements signed with the EU have a significant and decreasing effect on high-tech exports.
