Özet
Popülizm üzerine incelemeler, siyaset bilimi literatürü içerisinde oldukça önemli bir yere sahiptir. Zira popülizm, birçok açıdan genel-geçer olarak kabul edilen siyaset kalıplarını derinden sarsan sıra dışı bir siyaset tarzını imgelemektedir. Popülizm dünyada olduğu gibi Türkiye'de de siyasal partilerin güç devşirme ve iktidarlarını sürdürmek için kullandıkları bir araç olarak değerlendirilebilir. Bu çalışmada Türkiye'de merkez sağ siyasetinin popülizmin çerçevesinde ele alınması ve bu siyaset geleneği içerisinde olan liderlerin popülist liderlik çerçevesinde analiz edilmesi amaçlanmaktadır. Bu nedenle çalışma kapsamında öncelikle popülizm literatüründe yer alan farklı görüşler ortaya konulmaya çalışılarak, popülizmin dünyada nasıl ele alındığı ilgili örnekler çerçevesinde irdelenmektedir. Daha sonra popülist liderlik üzerine bir sorgulama yürütülerek, bu liderlik biçiminin özellikleri belirlenmeye çalışılmaktadır. Devamında Türk siyasi hayatında önemli bir yere sahip olan merkez sağ siyasetini geleneğe dönüştüren dinamikler belirlenmekte ve bu dinamikler popülizm çerçevesinde analiz edilmektedir. Son bölümde ise merkez sağ liderleri olan Süleyman Demirel, Turgut Özal ve Recep Tayyip Erdoğan'ın izledikleri siyaset tarzı, araştırmada sunulan kavramsal çerçeve üzerinden incelenmektedir. Dolayısıyla popülizmin büyük ölçüde, liderde somutlaşan, halk-elit karşıtlığına dayanan, müesses nizamı sorunsallaştıran ve millî irade söyleminde temellenen siyaset kalıbı; Türkiye'deki merkez sağ siyaset geleneği çerçevesinde tartışılmaktadır.
Reviews on populism have a very important place in the political science literature. Because populism imagines an extraordinary style of politics that deeply shakes the political patterns that are accepted as common in many respects. Populism can be considered as a tool for political parties to gather power and maintain their power in Turkish politics as well as in world politics. In this study, it is aimed to investigate how populism finds its response in center right politics in Türkiye and how center right leaders develop a populist policy and to bring the trend of populism in center right political parties to the present day. For this reason, in this study, first of all, different views in the populism literature are tried to be put forward, and how populism is perceived in the world is examined within the framework of relevant examples. Then, by defining populist leadership, the characteristics of this leadership style are tried to be determined. Afterwards, the dynamics that transform the center right politics, which has an important place in Turkish political life, into a tradition, and these dynamics are evaluated in the light of populism, and the relationship between them is revealed. In the last part, the political style followed by the center right leaders Süleyman Demirel, Turgut Özal and Recep Tayyip Erdoğan is analyzed through the conceptual framework presented in the research. Therefore, populism is the political pattern that is embodied in the leader, based on the opposition between the people and the elite, problematizing the establishment, and based on the discourse of national will; It is discussed within the framework of the center right political tradition in Türkiye.
