SOGUK SAVAS YILLARINDA TÜRKIYE’DE MERKEZ SAG IKTIDARLARIN ABD ILE ILISKILERI

| dc.description.abstract | Kendi içinde birtakim farkliliklar ihtiva etse de Türkiye’de merkez sagi bir çizgi olarak tarif etmeye imkân veren bazi temel kaliplardan bahsetmek mümkündür. Nitekim Demokrat Parti tarafindan insa edilen, büyük ölçüde Adalet Partisi ve Anavatan Partisi tarafindan takip edilen bu çizginin en temel karakteristiklerinden biri, Soguk Savas’in gölgesinde filizlenen ve güçlenen anti-komünizm siyasetidir. Anti-komünizm siyaseti, bu çizginin milliyetçi-muhafazakâr çevreyle temasini sürekli olarak güçlü tutmasini sagladigi gibi; dönemin iki bloklu yapisi düsünüldügünde, bazi dönemlerde Amerika Birlesik Devletleri (ABD) ile kurulan yakinligin popülerlestirilmesine de imkân tanimistir. Nitekim bazi çalismalar, bu çizgiyi salt ABD güdümlü bir siyaset olarak degerlendirme egilimindedir. Bu tür degerlendirmelerde, çizginin “merkez” vasfina gerekli vurgunun yapilmadigini ifade etmek gerekir. Zira bu vasif, bir yandan çevredeki taleplerin merkeze tasinmasina imkân saglarken, diger yandan merkezî bürokrasinin taleplerine karsilik sunabilmeyi de gerektirmistir. Dolayisiyla merkez ve çevrenin çogu zaman çatisan taleplerini bütünlestirme çabasi, bu çizginin hayat hikâyesi gibidir. Bu itibarla Türkiye’de merkez sagin ABD yanlisi oldugunu veya diger bir tabirle istikrarli bir biçimde Vasington yolunda gitmek istedigini iddia etmek yerine, bu yolculugun merkez ve çevrenin almis oldugu ideolojik pozisyonlar dogrultusunda gerçeklestigini düsünmek daha makul görünür. Nitekim bu çalismada öncelikle çizginin temel kaliplari sorgulanmakta ve daha sonrasinda Soguk Savas yillarinda büyük ölçüde DP, AP ve ANAP tarafindan temsil edilen çizginin Vasington yolculugu sözü edilen çerçevede analiz edilmektedir. | |
| dc.description.abstract | While it contains some differences, it is possible to define the center-right as a line in Türkiye. One of the fundamental characteristics of this line, which was built by the Democratic Party and largely followed by the Justice Party and the Motherland Party, is the anti-communism that flourished and strengthened under the shadow of the Cold War. The politics of anti-communism not only enables this line to keep its contact with the nationalist-conservative periphery constantly strong, but also, it allows for the popularization of the rapprochement with the United States of America (US) in certain periods. Some studies tend to evaluate this line as purely US-oriented. In such evaluations, the "center" characteristic of the line is not given the necessary emphasis. This characteristic not only enables the demands of the periphery to be transferred to the center, but also it responds to the demands of the central bureaucracy. Therefore, the effort to integrate the often-conflicting demands of the center and the periphery is the main determiner of this line. In this context, instead of claiming that the center-right in Türkiye is pro-US, it seems more plausible to think that this politics has taken place in line with the ideological positions taken by the center and the periphery. As a matter of fact, this study firstly examines the basic patterns of the line and then analyses its Washington journey during the Cold War, within the mentioned framework. | |
