dc.description.abstract | Human history has witnessed the conceptual and theoretical struggle of political ideologies. Historical events such as the French Revolution, the Industrial Revolution, and World War I and II have served as laboratories where ideologies were tested. Among political ideologies, liberalism has achieved relative success compared to its rivals and has tried to spread this in the global arena. The disputes that began between Russia and Ukraine in 2014 continued with Russia's intervention in Ukraine in 2022. Russia's intervention brought about discussions that a state with a communist past was attacking liberalism. The Western world, which is the defender of liberalism, has described Russia as aggressive and expansionist in the academic field. As a liberal ideologist, Francis Fukuyama directed liberal criticisms to this war. The aim of the study is to show how the liberal theses put forward by Francis Fukuyama aimed to legitimize the universal goals of the Western world in the Russia-Ukraine war. This study is based on the claim that the concept of the end of history is the intellectual propaganda of the perception that liberalism is the only and invincible ideology. Trying to define political life, which is in a dynamic cycle, as an end does not correspond to scientific facts. When Fukuyama realized that ideologies such as Asian values, fundamentalism and nationalism, which could compete with liberalism, had gained ground worldwide, he admitted that he was wrong in his thesis. The liberal world faced a challenge against the ideologies it had marginalized. In preparing this study, books, book chapters, articles, declarations and newspaper reports on the subject were examined. A comparative analysis was made with historical events and ideologies that refuted the "End of History" thesis put forward by Fukuyama in his works. The Russia-Ukraine War was chosen as a case study. Russia's intervention in Ukraine increased the possibility of a regional war turning into a global war in Western public opinion. The war's spread over a long period of time and its devastating effect showed that liberal theories faced a historical challenge.
