TEKNIKER DIPLOMALARININ YAPIM ISI IHALELERINDE IS DENEYIM BELGESI OLARAK KULLANILMASININ MESLEKI EGITIME KATKISIArif Hikmet Çakoglu11Insaat Bölümü, Boyabat Meslek Yüksekokulu, Sinop Üniversitesi, Sinop, TürkiyeSorumlu Yazar: acakoglu@sinop.edu.trÖZET: Yüksekögretim kurumlarinin ön lisans programlarindan mezun teknikerler gerek kamuda gerekse özel sektörde mühendis ve mimarlar ile benzer görevleri yerine getirmektedir. Kamu sektöründe denetim ve kontrolluk yanisira özel sektörde ve yapi denetim firmalarinda yetki sinirlari mühendis ve mimarlara göre sinirli olsa da ayni nitelikte çalismaktadirlar. 4734 sayili Kamu Ihale Kanunu’nda yapim isi ihalelerine katilabilmek için isteklilerden talep edilen belgelerden bir de is deneyim belgesidir. Is deneyim belgesinin “is bitirme, is denetleme, is durum, is yönetme” adlari verilen türlerinden is denetleme ve is yönetme belgelerini kamuda çalisan mühendis ve mimarlar bulunduklari göreve göre alabilmekte ancak yine kamuda görev yapan teknikerlerin böyle bir hakki bulunmamaktadir. Yine, Kanun’un 62 (h) maddesine istinaden, herhangi bir yapim isi tamamlamamis mühendis ve mimarlarin mezuniyet tarihinden itibaren onbes yili geçmemek üzere her bir yil için her yil 1 Subat tarihinde güncellenen yillik bedel karsiliginda diplomalarini is deneyim belgesi olarak kullanabilmektedirler. Teknikerlere böyle bir haktan yararlanma imkani da verilmemistir. Özellikle insaat, makine, elektrik gibi temel branslardaki teknikerlerin yapim islerinde sayilarinin artmasi, yüklenicilik mesleginin niteligine de katkisi olacaktir. Teknikerlerin de mühendis ve mimarlara yakin görev ifa etmelerinden dolayi onlar kadar olmasa da benzer haklardan faydalanmalarinin mesleki egitime yönelmeye katkida bulunabilecegi gibi yapim ihalelerinde isin tamamlanma süreçlerine de olumlu yönde etki edecegi düsünülmektedir.Anahtar kelimeler: Tekniker, Is deneyim belgesi, Mesleki egitim, Yapim isi, Ihale kanunuTHE CONTRIBUTION USE OF TECHNICIAN DIPLOMAS AS A CERTIFICATE OF WORK EXPERIENCE IN CONSTRUCTION WORK TENDERS TO VOCATIONAL EDUCATIONABSTRACT: Technicians who graduated from the associate degree programs of higher education institutions perform similar tasks with engineers and architects both in the public and in the private sector. In addition to supervision and control in the public sector, they also work in the private sector and building inspection companies with the same qualifications, although the limits of authority are limited according to engineers and architects. in the Public Procurement Law No. 4734, one of the documents requested from bidders in order to participate in construction work tenders is a work experience certificate. Engineers and architects working in the public sector can receive job supervision and job management documents from the types of work experience document called “job completion, job supervision, job status, job management”, but again, technicians working in the public sector do not have such a right. Again, the law of Article 62 (h) pursuant to engineers and architects who have not completed any construction work not to exceed fifteen years from the date of graduation for each year for a price updated on February 1 of each year an annual work experience document their diplomas as you can use it. Technicians cannot benefit from this right either. In particular, the increase in the number of technicians in basic branches such as construction, machinery, electricity in construction works will also contribute to the quality of the contractor profession.
