Concept of human capital that staying inbackround at studies have begun to processed in last 40 years. Human capitalhas replaced the country's growth and development policies as a classicalproduction factors in addition to labour, physical capital, natural resourcesand enterprising factors. Human capital expressed as the sum of the knowledge,skills and abilities that has individuals. Today the impact of human capital oneconomic development has become more important. Economic development, inaddition to economic growth in the country, it is a concept involvingstructural developments in the country. Human capital is the most importantfactor that performs the structural development and tranformation in thecountries. For this reason, aimed to demonstrate the relationship developmentand human capital in countries. Therefore, human capital is seen as the mostimportant factor that will carry out the development with structural progressand transformation in the countries. In this studies, we will try to explainthe role of human capital on economic development. In recent years humancapital become most important determinant of economic development. In thiscontext, qualitative factors such as education and health will be referred tothe importance of human capital in economic development and will be discussed view of human development inTurkey. We will use the human development index, accepted as an indicator ofhuman development while this discussion, that as specified by the UnitedNations Human Development Organization.
