Dueto a decline in the authority of the Ottoman Empire, some local administrators or influential people inclinedto act illegally out of self-interest. These types of incidents which created social unrest can be seen inMentese Sanjak as well. Brigandage incidents observed in Menetese Sanjak generally emerged because ofthe power struggle between influential families in the area. Residing in different sub-districts of the Sanjak, these families had a voice in the area by taking on responsibilities in administrations. Using the statefacilities for their own benefit, the families either acted with the brigands in line with their interests withthe men they gathered or directly engaged in brigandage activities. In addition to these families, otherpeople also gathered power and committed brigandage in the area. Plundering people’s property, takingtheir lives and dishonouring their chastity, these brigands caused an unrest in the region. The OttomanEmpire, which absolutely did not allow any brigandage activities, ensured that those responsible werecaught and punished to prevent such events.
