Bir Irak Türkmeni olan Ha im Nahit Erbil; tanı ı oldu u bu sancılı dönemin nihai meyvesini, “yepyeni bir yönetim sistemi olan Cumhuriyet idaresi” eklinde izah eder. “Cumhuriyet”in bir anda gündeme getirilmedi ini söyleyen Ha im Nahit; düzenlemelerin “ ekil”den ibaret olmaması için, siyasî ve toplumsal alandaki bu köklü zihniyet de i iminin benimsenip geli tirilmesi adına, belli bir süreye ihtiyaç duyuldu unu ifade eder.
